Proposed Rules

On June 30, 2011, Governor Brewer signed Executive Order 2011-05, “State Regulatory Rule Making Review and Moratorium to Promote Job Creation and Retention.”  The Executive Order prohibits most state agencies, including the Department of Water Resources, from conducting any rulemaking during fiscal year 2011-2012 except as permitted by the Order.  The objective of the Order is to eliminate any unnecessary increased monetary or regulatory costs on employers, persons, individuals, other state agencies, or political subdivisions of the State.  There are several exceptions to the rulemaking moratorium.  In addition, state agencies are allowed to continue any rulemaking that was authorized by the Office of the Governor on or after January 22, 2009.  Click here to view the Executive Order.  To comply with the Order, the Department is not currently proposing any new rules.
